The melody is like a wake-up tone with its energy. Then there's the lines "Tell her she can kiss my ass, then laugh and say that you were only kidding. That way she'll know that it's really, really, really, really me, Me!"
I've never read a "Doctor Seuss" book, but from what I know they are more than questionable. When that name is mentioned at the end of one of the verses I always add to the song by asking "WHO???" Notice that when Michael Stipe starts the chorus after that he has a slight cackle in his voice, like he heard the "Who?" when the song was recorded and found it funny.
I won't lie to you either, I have never spent much time pondering what the whole song lyrics actually are supposed to mean, I just FEEL the song. It feels like Love. And this world needs Love, Lots Of Love.

So for me this song is a wake-up kiss.
